Most routes to a second citizenship are slow by design. The Caribbean programmes take around six months. European residency routes take five years before the citizenship question even opens. Serbia is the outlier in our range: a direct grant of citizenship in roughly two months, with no residency period and no obligation to spend time in the country.

That speed is genuine, and it is the reason people come to it. It also comes from a legal mechanism that works differently from a conventional investment programme, and understanding that difference is the whole of the due diligence here.

What it actually is

Serbia does not operate a citizenship-by-investment programme in the way St Kitts or Dominica do. There is no statute that says a defined payment produces a passport, and no published price list issued by the state.

What exists instead is citizenship by exception: a provision in Serbian citizenship law allowing the government to naturalise a foreign national, without the usual residency requirements, where doing so is judged to be in the national interest. Historically it has been used for athletes, cultural figures, and people making a significant economic contribution to the country.

The practical implication is that this is a discretionary grant, not an entitlement. A qualifying investment supports the case. It does not compel the outcome. Anyone presenting this to you as a guaranteed transaction is describing it wrongly, and that framing is the first thing to be sceptical of when you compare providers.

In practice, well-prepared applications from clean applicants have a strong record. But the honest description is that you are making a case to a government, and the case has to be a good one.

To put that in context: two months is faster than most countries will issue a straightforward work visa. It is the shortest timeline in our range by a wide margin, and it is the single most common reason clients choose it over a cheaper Caribbean alternative.

As with any programme, that figure describes an ordinary case. A file with an unclear source-of-funds history or unexplained adverse findings will take longer, and the discretionary nature of the route means a weak file has further to fall than it would in a rules-based programme.

The EU question, answered carefully

Serbia is an official candidate for European Union membership, and accession negotiations have been running for years.

Here is the part that gets oversold. Serbian citizenship is not EU citizenship, and holding it gives you no current EU rights. No freedom of movement, no right to live or work in a member state, no Schengen residence. If Serbia does accede at some future point, its citizens would acquire those rights at that time, and existing citizens would be included.

Whether that happens, and when, is a political question with no reliable answer. Accession timelines across the Western Balkans have slipped repeatedly for two decades. What Serbian citizenship does give you today is a European passport with reasonable regional mobility, visa-free access to a number of destinations that Western passports do not reach easily, and a citizenship with none of the offshore associations that some institutions attach to Caribbean documents.

Who it suits

People with a hard deadline. If you need a second citizenship inside a quarter rather than a year, this is realistically the only route in our range that delivers it. Everything else takes at least three times as long.

People who want a European rather than a Caribbean document. For some clients this is about how the passport is perceived rather than what it permits. That is a legitimate consideration and it is worth being honest about it rather than dressing it up as a mobility argument.

People who want a genuinely uncorrelated second citizenship. Serbia sits outside NATO, outside the EU, and outside the blocs most of our clients already hold citizenship in. For anyone thinking about jurisdictional concentration rather than convenience, that independence is the point.

Your public record. Adverse media, litigation, and regulatory history should be disclosed and contextualised in the file rather than discovered later. A discretionary decision-maker who finds something you did not mention has been given a reason to decline.

The substance of your contribution to Serbia. Because the legal test is national interest, a case that reads as a payment tends to land less well than one that reads as a genuine economic relationship. How that is framed is most of the work.
